District Releases RFP for First Phase Development of Saint Elizabeths East Campus

Mayor Vincent C. Gray and Deputy Mayor for Planning and Economic Development Victor L. Hoskins announced last month that the District of Columbia, through the Office of the Deputy Mayor for Planning and Economic Development, released a Request for Proposals (RFP) for the first phase of development of the historic St. Elizabeths East Campus, the largest redevelopment opportunity in the District.
“This is an unprecedented opportunity to transform one of the District’s most historic properties into an innovative and inviting community,” said Mayor Gray. “My administration remains committed to ensuring this project moves forward and creates the jobs and economic benefits needed in Ward 8.”
The St. Elizabeths East Campus spans 183 acres and is located at 2700 Martin Luther King Jr. Avenue SE. The District seeks a master developer for the first phase, which covers 1.6 million square feet and is in close proximity to Congress Heights Metro Station in Southeast Washington. It offers an opportunity to create a technology-focused, transit-oriented community that includes business, research, higher education and residential uses in a collaborative environment. This development phase is in addition to the Mayor’s commitment to the United Medical Center’s plans for a full scale medical facility on the East Campus.
“We are excited to issue this RFP as this redevelopment project will serve as an economic catalyst for communities in the East End of the District,” said Deputy Mayor Hoskins. “It offers a unique opportunity to develop ideas that encompass key components of the District’s mission for growing and the strengthening the city’s economy.”
Development proposals should include plans for creating an innovation hub that features academic, office and research spaces; a strategy that reuses and preserves the unique and historic property; and plans for generating job and educational opportunities for District residents.
A pre-response conference and site tour is scheduled to be held at noon on April 30, 2014, at St. Elizabeths East. Responses are due by 3 p.m. on June 27, 2014. After responses are received, a review process will ensue to short-list the respondents as qualified to move forward in the District’s solicitation process. A “best and final” proposal may be requested before a final selection is made. A master developer is slated to be selected by fall of 2014.
